The electrons will flow from one point of a conductor to another only if there is : 

potential difference

Water cannot flow from one end to another in a perfectly horizontal tube because gravitational force causes the water to flow and here, the two ends are at the same gravitational potential. Similarly, as long as the two ends of a conductor are at same electrical potential, the electric charge cannot flow. There has to be some potential difference.
