Price × Consumption = Expenditure

*(If expenditure remains same the price is inversely proportional to consumption)

Therefore,

28% = \(\frac{7}{25}\)

Price ratio:         25    :     18

Consumption:    18      :     25

Hence,

                        Increase   :     Actual
