Jammu and Kashmir was ready to sign the Instrument of Accession.

Explanation:

The rulers of most of the states signed a document called the ‘Instrument of Accession’ which meant that their state agreed to become a part of the Union of India. Accession of the Princely States of Junagadh, Hyderabad, Kashmir and Manipur proved more difficult than the rest. Accession of Jammu and Kashmir to India:
Kashmir, located in a predominantly Muslim region was ruled by a Hindu king, Maharaja Hari Singh.
Maharaja Hari Singh initially sought to maintain his state's autonomy & decided on an independent status for Kashmir.
In October 1947, armed tribesmen from Pakistan invaded Kashmir with the aim to annex Kashmir to Pakistan.
Faced with the invasion and deteriorating security situation, Maharaja Hari Singh signed the Instrument of Accession on October 26, 1947, acceding to India.
Following the accession, India sent troops to Kashmir to repel the invading tribesmen.

A plebiscite was held on 20 February 1948 in Junagadh, after which it became a part of India.
