| The Central Legislature passed the Indian Bar Councils Act in order to give effect to the Chamier Committee’s recommendations. The Act was intended to codify the rules governing the legal profession, to provide for the formation and incorporation of Bar Councils, to grant authority and impose obligations on Bar Councils. Rules concerning the rights and obligations of High Court Advocates, professional behaviour, legal education, and exams could be established by the Bar Councils with the High Court's approval. The Act merged the two practitioner grades into one class, the Advocates, and therefore eliminated them. |
