The First Five Year (1951-56) plan was drafted under guidance of K.N. Raj. He argued that India should 'hasten slowly' for the first two decades as a fast rate of development might endanger democracy. 1st Five Year Plan mainly based on the agrarian sector including dams and irrigation. Bhakhra Nangal Dam one of the largest projects started during the 1st Five Year Plan. In this plan the basic aim of the planners was to raise the level of national income which could be possible only if the people saved more money than they spent. The second FYP was drafted under the leadership of P.C. Mahalanobis. This FYP stressed on heavy industries! Parellely government imposed substantial tariffs on imports in order to protect domestic industries. The Third FYP, was not significantly different from the Second FYP. Some critics pointed out that the plan had an urban bias. Others thought that industry was wrongly given priority over agriculture.
