In the above figure, What will replace '?' mark?

As per the observation,

In Row I, there are 2 arrows in 1st square and both are pointing upward and then in next square 1st arrow still pointing upward whereas other one points at downward, moving to the last square now the 1st arrow points to downward and the 2nd one point to upward.

In Row II, in 1st square, the 1st arrow points at upward whereas the other points at right direction and in 2nd square, the 1st arrow still points to upward where as the 2nd arrow now points toward leftward, moving further, the 1st arrow points at downward and the 2nd arrow points at right direction.

the pattern should be same In Row III too, in 1st square, the 1st arrow point toward upward and the other points to south.

So, in next (?) square, both the arrow should be pointing towards upward to follow the pattern.
