The problem of unemployment increases when there is no control on population and the increase in population does not result in formation of human capital. India encountered both the problems i.e. population explosion during 1951-1981. And due to poverty, poor access to educational facilities, there was low human capital formation, which resulted in increased level of unemployment in the economy.
