The Rajya Sabha, often referred to as the Council of States or Upper House, is one of the two houses of the Parliament of India, with the other being the Lok Sabha or the House of the People.
The Rajya Sabha is a permanent body and is not subject to dissolution like the Lok Sabha. Its members are not directly elected by the people of India but are elected by the elected members of the State Legislative Assemblies in accordance with the system of proportional representation by means of the Single Transferable Vote (STV). Additionally, the President of India can nominate 12 members to the Rajya Sabha who have special knowledge or practical experience in various fields such as literature, science, art, and social service.
As per Article 80 of the Constitution of India, the maximum strength of the Rajya Sabha can be 250 members. However, currently, it has a lesser strength due to vacancies.
