Option (2) Reducing air pollution — Incorrect. A sound physical environment is one of the many choices people value, but it is only one part of human development.
Option (3) Enlarging the range of people’s choices — Correct. Human development is development that enlarges people’s choices and improves their lives, such as the choice to live a long and healthy life, to be educated and to have a decent standard of living.
Option (4) Increasing economic growth — Incorrect. For many decades, development was measured only by economic growth. But a bigger economy did not mean much change in the lives of most people, so growth alone is not human development.
