From statement I, we know that:

C is heavier than A and E

B is not the heaviest

C is less heavy than B

So,  B > C > ? > A > E

Since C is third from the top, we can conclude that C is the third from the top when arranged in the descending order of their weights.

Statement II only tells us that E is heavier than A, which does not provide enough information to determine the third person from the top.

Thus, statement I alone is sufficient to answer the question, while statement II alone is not.
