A popular saying was that one could take a train from Delhi to Howrah and not pass through a single Congress-ruled State. It was a strange feeling for those who were used to seeing Congress in power. The elections of 1967 marked the emergence of coalition politics. As no single party obtained a majority, different non-Congress parties joined forces to form joint legislative parties, known as Samyukt Vidhayak Dal in Hindi, to support non-Congress governments. These coalitions, often comprising ideologically disparate partners, became known as SVD governments. |
