The EMU fixed monetary exchange rates and replaced the national currencies of participating countries with a single currency known as the Euro. The Maastricht Treaty on European Union, signed in 1991, laid out the basic plan for the EMU. Countries would surrender to a European Central Bank the right to make monetary decisions, and national coins and notes would go out of existence.
