Consider the passage given below and answer the question:
Investigation includes every proceeding under the Code of Criminal Procedure for the collection of evidence conducted by a police officer or by any person other than a Magistrate who is authorised by a Magistrate in this behalf. Where an investigation is undertaken at the instance of the Magistrate, a police officer empowered under the Code of Criminal Procedure, is bound, except in specific and especially exceptional cases, to conduct such an investigation even if he is of view that he has no jurisdiction to investigate the matter. Investigation ends with the formation of the opinion as to whether on the material collected, there is a case to place the accused before a Magistrate for trial and if so, taking the necessary steps for the same by filing of a charge-sheet.
