In order to ensure unity of command, Mr. Raju appointed just one foreman Mr. Surya for the entire production, planning, implementation and control of a workman. However, Surya was not competent enough to effectively supervise both planning and executing functions. It reduced the quality of work and efficiency of workmen. He also expects his subordinates to adapt to new environment and working conditions without giving them time to settle down.
