During the Great War of 1914-18, the British had instituted censorship of the press and permitted detention without trial. On the recommendation of a committee chaired by Sir Sidney Rowlatt, these tough measures were continued in the Rowlatt Act. In response, Gandhiji called for a countrywide campaign against the “Rowlatt Act”. In towns across North and West India, life came to a standstill, as shops shut down and schools closed in response to the bandh call.
The Rowlatt Act was a legislative act passed by the Imperial Legislative Council in 1919 under the leadership of Sir Sidney Rowlatt, a British jurist.  The Rowlatt Act was highly controversial and faced significant opposition in India. One of its most criticized provisions was the authorization of detention without trial, allowing the government to arrest and detain individuals without presenting them in court or providing them with an opportunity to defend themselves. This provision was seen as a severe infringement on civil liberties and human rights.
